Il associe institutions publiques, entreprises, organisations communautaires et membres de la diaspora autour d’une vision partagée : co‑construire des solutions durables ancrées dans les réalités des territoires.

Ce modèle est guidé par plusieurs principes : la participation citoyenne à chaque étape des projets, la coresponsabilité des partenaires, l’inclusion des jeunes et des femmes, la valorisation des savoirs locaux et diasporiques, et la recherche systématique d’impact social et environnemental mesurable. L’incubateur joue un rôle de catalyseur : il facilite le dialogue, sécurise les partenariats, renforce les capacités des acteurs et accompagne l’expérimentation de politiques publiques et de projets d’économie sociale et solidaire.
